Vistar Media Adds T-Mobile Carrier Data to DOOH Ad Targeting

Vistar Media has expanded the audience segments available through its demand-side platform, adding what the company describes as thousands of new segments built on T-Mobile's first-party carrier data. The segments are available exclusively through Vistar's DSP, giving the company a data asset that competing DOOH programmatic platforms cannot buy into. Vistar is part of T-Mobile Advertising Solutions, so this is largely an in-house integration rather than a new data partnership.
For operators and network owners, the news matters less for what changes on the screen and more for how inventory gets bought. Advertisers using Vistar's platform can now target DOOH campaigns using what the company calls consented deterministic signals, including app ownership, engagement data and location insights drawn from carrier records. Vistar's system converts those signals into aggregated audience scores, then matches those scores against available screen inventory so buyers can pick placements more likely to reach a target audience.
The announcement frames this as a response to the ongoing decline of traditional ad identifiers such as cookies and mobile ad IDs, a problem that has pushed many ad platforms toward carrier data, loyalty data and other first-party sources as a replacement for reach and frequency estimation. Carrier data has an advantage other third-party data sources lack: it comes from an opted-in subscriber base rather than scraped or inferred signals, which T-Mobile and Vistar both emphasize as a selling point. Lucy Markowitz, General Manager of Vistar Media Americas Marketplace, said mobile usage patterns offer some of the clearest signals into how audiences engage with the world, and said the goal is to translate that behavior into DOOH activation. Jess Zhu, Head of Advertising Products & Development at T-Mobile Advertising Solutions, said the provenance and fidelity of the carrier data is a differentiator for understanding audience interests and engagement patterns.
The release does not say how many consumers or households are represented in the expanded segments, which verticals see the largest gains, or how pricing for campaigns using this targeting compares with standard Vistar inventory. It also does not address how this data is validated against actual foot traffic or sales outcomes, a question measurement-focused buyers will likely ask before shifting budget.
For venue owners and network operators, the practical effect is indirect: better targeting data on the buy side tends to make DOOH inventory more attractive relative to other channels competing for the same ad dollars, particularly against mobile and connected TV where identity-based targeting has gotten harder. Whether this translates into higher CPMs or more programmatic demand for a given network depends on factors the announcement does not cover, including which screen networks and markets currently have T-Mobile audience scoring available.
