VIOOH Adds JCDecaux's Baltic Digital Network to Programmatic Marketplace
2026-11-03 · via DailyDOOH
VIOOH has signed a partnership with JCDecaux that puts the outdoor advertising company's digital screens across Estonia, Latvia and Lithuania into VIOOH's programmatic marketplace. For media buyers and screen operators in the region, it means 254 digital out-of-home displays can now be bought and optimised through a single supply-side platform instead of negotiated market by market.
According to VIOOH, the inventory generates more than 163 million monthly viewable impressions across the three Baltic capitals. The companies did not disclose financial terms of the deal.
What's included
The Estonian portion covers 61 digital screens and more than 75 million monthly impressions in Tallinn, split between 44 urban panels and bus shelters and 17 large-format billboards, VIOOH says.
In Latvia, the deal brings 83 screens and more than 47 million monthly impressions in Riga. That includes 76 urban panels and bus shelters, six billboards, and the Origo Premium 3D screen at Riga's central station, which VIOOH says alone delivers 16 million monthly impressions.
Lithuania is described as JCDecaux's largest Baltic network, with 110 screens generating more than 41 million monthly impressions in Vilnius. The mix includes 80 urban panels and bus shelters, 13 billboards, 16 screens inside the Panorama shopping mall, and a three-sided billboard at the Savanorių roundabout.
Why it matters for operators
For advertisers, the deal is pitched as a way to run cross-Baltic campaigns with what VIOOH's Gavin Wilson calls "targeting precision and real-time optimisation" through its Trading Manager platform. JCDecaux's Baltic regional director, Øyvind Markussen, frames it as giving "a global marketplace of buyers" access to the company's roadside, city centre and retail screens.
The announcement does not spell out pricing, minimum spend, or which demand-side platforms will be connected at launch. It also does not say when programmatic buying actually goes live on this inventory, only that the partnership has been announced.
For digital signage and DOOH operators watching consolidation in programmatic supply, this is another example of a national outdoor incumbent routing its network through a third-party SSP rather than building its own trading desk. JCDecaux has made similar moves with VIOOH in other markets, and this extends that model to a smaller but fast-growing advertising region. The practical test will be whether the promised "real-time optimisation" translates into actual fill rates and yield once buyers start transacting against the Baltic inventory.
