OAAA Launches Technical Advisory Council for OOH Automation
2026-10-15 · via Digital Signage Today

The Out of Home Advertising Association of America has formed a Technical Advisory Council made up of technology leaders from OOH media owner companies, according to a press release from the organization. The group is meant to address shared technical problems that individual companies have struggled to solve on their own, with the stated goal of making out-of-home advertising easier to plan, buy, measure and integrate with the rest of the advertising ecosystem.
For digital signage operators running DOOH networks, this matters because much of the friction in programmatic and omnichannel OOH buying comes from exactly the kind of plumbing issues the council says it will tackle: inconsistent inventory definitions, orders that do not move cleanly between buying and selling systems, and reporting that varies from vendor to vendor. Those are the same pain points that have made it harder for OOH to compete with digital channels that offer standardized, automated buying.
According to the release, the council's initial priorities include data standards and taxonomies, transaction and workflow automation, reporting and attribution, integrations with omnichannel platforms, and emerging technologies such as agentic AI. That last item signals OAAA wants media owners thinking now about how AI-driven buying agents might interact with OOH inventory systems, rather than reacting once that technology is already in wide use elsewhere in advertising.
Patrick Dolan, chief operating officer of OAAA, said in the release that technology is increasingly central to how OOH competes and grows, and that many of the challenges facing the industry cannot be solved by individual companies working alone. He said the council gives media owners a forum to identify common challenges and align around practical solutions.
What is missing
The announcement does not name which companies or individuals are participating in the council, nor does it give a timeline for when any standards or recommendations might be published. It also does not say whether the council's work will produce binding technical specifications that media owners are expected to adopt, or simply guidance. For network operators and software vendors trying to plan integration work, those are the open questions that will determine how much this effort actually changes day-to-day operations.
This is also not the first attempt at OOH standardization. Groups such as the Digital Place Based Advertising Association and various programmatic vendors have pushed their own data and transaction standards in the past, with mixed adoption. Whether OAAA's council produces something the broader industry actually converges on, rather than another parallel standard, is the test that will determine its relevance to operators.

The Out of Home Advertising Association of America has launched a Technical Advisory Council, bringing together technology leaders from across the OOH media owner community to solve shared technical challenges and make out of home easier to plan, buy, measure and integrate across the broader advertising ecosystem.
The council will focus on the technical infrastructure that powers OOH campaigns, including how inventory is defined, how orders move between systems, and how delivery and performance are reported, according to a press release .
Initial priorities will include data standards and taxonomies, transaction and workflow automation, reporting and attribution, integrations with omnichannel platforms, and emerging technologies such as agentic AI.
"Technology is increasingly central to how OOH competes and grows, and many of the challenges facing our industry can't be solved by individual companies working alone," Patrick Dolan, chief operating officer of OAAA, said in the release. "The Technical Advisory Council gives media owners a forum to identify where we have common challenges, align around practical solutions and work together to make OOH easier to transact and integrate across the broader advertising ecosystem."
