JCDecaux Retains Hamburg Street Furniture Contract, Digital Expansion Continues

JCDecaux's German subsidiary Wall GmbH has been awarded the renewed main advertising contract for Hamburg, Germany's second-largest city, extending a public-private partnership that dates back to 1982. The deal, still subject to approval by Hamburg's Parliament in September, covers 2,200 bus shelters, including 1,710 analog and digital advertising City Light Poster assets at 2 square metres each.
For operators watching the European DOOH market, this is one of the more significant street furniture renewals in Germany this year, given Hamburg's size and JCDecaux's long tenure there. The city was where JCDecaux introduced the first digital 2 sqm advertising panels in public space in Europe, back in 2015, so this contract has effectively served as a testbed for the format's rollout elsewhere.
According to the announcement, the new contract will see continued digitisation of the portfolio, though it does not specify how many of the existing analog panels will convert to digital or on what timeline. That is a notable gap for anyone trying to gauge the pace of inventory conversion in the German market.
What's changing
The existing 2,200 bus shelters, installed by Wall 15 years ago, will continue to operate. JCDecaux says they remain in good condition due to an ongoing maintenance programme. An additional 400 bus shelters will be added over the course of the contract, including 100 fitted with green roofs aimed at biodiversity and ecological corridors. The company also commits to running a fully electric fleet in Hamburg by 2028.
Sustainability criteria were reportedly a particular focus for the city in this tender, which fits a pattern seen in other European municipal OOH contracts where environmental commitments, fleet electrification and green infrastructure are increasingly part of the bid alongside media performance and revenue share terms.
Jean-François Decaux, Co-Chief Executive Officer of JCDecaux, framed the renewal as a continuation of a long relationship with the city, according to the company's statement, and pointed to further digitisation as a route to more targeted advertising for clients.
The announcement does not disclose contract value, duration, or the specific split of new digital versus retained analog inventory once the additional 400 shelters are installed. It also does not name the competing bidders in what JCDecaux describes as a competitive tender process. For media buyers and competitors alike, those details will matter more than the sustainability framing once the Hamburg Parliament approval is confirmed.

JCDecaux Renews Hamburg Advertising Contract
JCDecaux SE (Euronext Paris: DEC), the number one outdoor advertising company worldwide, announces that Wall GmbH, a company that is part of JCDecaux, has been awarded the main advertising contract in Hamburg, Germany’s second-largest city with 1.85 million inhabitants.

The advertising contract covers 2,200 bus shelters including 1,710 analog and digital advertising City Light Poster assets (2 sqm), extending one of the company’s most important city contracts in Germany. The contract is subject to Hamburg Parliament’s approval which is due to take place in September.
The partnership between Hamburg and JCDecaux was established in 1982 and remains a unique success story in the German Out-of-Home market. It has seen the introduction of the latest outdoor advertising media into the German advertising market – including the first digital 2 sqm advertising panels in the public space in Europe in the summer of 2015. The contract enables the continued digitisation of the city’s advertising portfolio.
Hamburg placed particular emphasis on sustainability criteria. Around 2,200 bus shelters that were installed by Wall 15 years ago will continue to be operated, reflecting their excellent condition thanks to an ongoing programme of operations and maintenance. An additional 400 bus shelters will be installed over the course of the contract, including 100 equipped with green roofs to support biodiversity and create ecological corridors. By 2028, Wall will operate a fully electric fleet in the city.
The award follows a competitive tender process.
